Town awards paving bid

PUTNEY — PUTNEY - After receiving four bids for this year's paving projects, at their June 1 regular meeting, the Selectboard chose Springfield Paving to do the job.

Highway Superintendent Brian Harlow and Town Manager Cynthia Stoddard recommended choosing the company, expressing satisfaction with its previous paving projects.

This summer, approximately 2.5 miles of River Road South and one mile of West Hill will get paved.

Although the projects may cost more than the $275,000 budgeted for the work, Stoddard said surplus money in the Highway Fund is available for the possible overrun.

Town awards fuel bid

PUTNEY - At the June 1 regular meeting, the Selectboard and Town Manager Cynthia Stoddard reviewed fuel bids submitted by six vendors.

The Board voted to accept the bids from HB Energy Solutions for propane, at $1.19 per gallon; Barrows & Fisher for heating oil at $1.735 per gallon; and Barrows & Fisher for diesel and unleaded fuel at fluctuating market price.

Stoddard and Board Chair Josh Laughlin noted the low fuel prices relative to last year's costs.

When Board Clerk Steve Hed asked about the uses of propane, Administrative Assistant Laura Barcomb told him the Fire Department uses it for their generator, and the wastewater treatment plant uses it for heating.

Wastewater asset-management project engineer selected

PUTNEY - As Town Manager Cynthia Stoddard works toward finding an engineer for Putney's wastewater system asset-management project, which will mostly concern the town's sewer system, she presented her research to the Selectboard at their June 1 regular meeting.

As Stoddard explained, the town is seeking funding for completing the estimated $27,000 project, and she hopes to receive money from the Vermont Water & Wastewater Revolving Loan Fund.

Half of the loan will be forgiven, she said, which means the town must contribute about $13,000. She said $5,000 of that waits in reserve.

The first step, Stoddard said, was to send out a request for qualifications (RFQ) from qualified firms. She reviewed the submissions and interviewed what she called “the top pick,” The Dufresne Group.

Stoddard said she worked with engineers from the firm on the cost and scope of the project, and was “really happy with the discussion we had."

At the meeting, Stoddard asked the Selectboard to approve allowing The Dufresne Group to write a contract so she can attach it to the loan application, which is required. They agreed unanimously, minus the absent Scott Henry.

Stoddard said she will ask the Board to sign the loan agreement at the next meeting to satisfy properly warning the item.

“We have some time,” she said.
